    The Committee on Interstate Cooperation moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

    Eng. Senate Bill No. 189--A Bill to amend the Code of West Virginia, 1931, as amended, by adding thereto a new article, designated §18-10F-1, §18-10F-2 and §18-10F-3, all relating to the enactment of the Interstate Compact on Educational Opportunity for Military Children; establishing the West Virginia Council for Educational Opportunities for Military Children; providing for membership; and establishing powers and duties.
